Overview: This lesson enables students to explore the process of deciding how to use finite resources to balance a range of local interests through role playing and discussion. It uses the Arrow Lakes Reservoir location as a case study but also touches on the larger context of the Columbia River Basin and the Columbia River Treaty. Note: This lesson ideally (but not necessarily) follows from Lesson 3-1 (mock Columbia River Treaty negotiation).
